In 2006 there were 307,407 vehicles in the tax exempt category out of a UK car population of over 31 million.........

Gordon Brown froze classic car tax exemption at 1972 in his first 1997 budget as New Labour Chancellor under Tony Blair.
Under the previous Tory government Ken Clarke as Chancellor had introduced it as a rolling 25 year tax exemption in 1995.

The Chancellor abolished road tax on old cars (Press Report from 1995)
