Indentify S-P service tool

This adaptor came in a Sykes-Pickavant flywheel puller kit No 851-X. It is labelled 851B but not shown on the instruction sheet that came in the kit.
As the kit is minus the flywheel puller and its parts, I'm assuming this item may have been dumped in.
It looks like a version of a primary gear & seal puller but don't see what else is needed for it to work.

I think it's to pull the primary gear off to enable the crankshaft seal to be replaced in situ.

It doesn't look like that, may be a starter pignon remplacement tool?

For starter pinion tool there should be another plate with 2 threaded holes and 2 threaded bolts

851-A is the SP fly wheel puller - looks about right to fit a primary gear

I think it is only part of a complete Special Tool.

My bet would be a primary gear puller that does pull out the crank seal for replacement, but there should a few other pieces with it

I think 851 is the full kit so, flywheel puller, gear puller and seal insertion tool etc

As YMJ said, there seem to be bits missing to make it work.
Thanks Oneball for your photo. The kit I have has been robbed of the flywheel puller parts but does have 851-P which I use to remove the primary gear and seal.

The 851-X kit has the later, arguably better (certainly simpler) primary gear puller.
