Ventilation tube foam

Finely I found the missing ventilation tube for my mk3, question why is there foam in it ?
I think it's better to remove it because if there is water in it it will smell like shit when the ventilation is on.

None of my early 70's mk3's have ever had foam in the air intake tubes. I thought it was only much later in the 80's and 90's that these tubes got foam lined, I guess to reduce noise.
