Are there supposed to be one or two of these? And are they all the same size for all blocks?

There are two, on every mini engine/gearbox combination. One is hollow with a nut and bolt going thru it, on the timing chain side and it has a stepped washer on the block upper side. The other is solid. They both have the same dimensions

Yes, two. One solid 22H983 for the front end, one hollow 12H1824 for the extra clamp bolt at the rear (flywheel) end.

And if anyone wants the stepped washers , I have 5 of them. Its a non-serviceable part I think ! Pm me...
