Small Bore Crank ID

Can a one help ID a small bore crank I got many years ago. At the time I was told it was a special tuning crank (steel but not sure that's correct). As far as I can see the part no looks like 12A1451 and its stamped EN16T. It also has "BL ST" stamped on one of the webs in very fine script. Anyone got any ideas?

It's a post 1980, 998 Crank and being an ST one, it will have been Tuftrided. The ST part number was C-AEG 601 for those based on the earlier 12A595 cranks, I'm not sure if they carried that number over.
