Gently pry back the tags. If the rubber ring inside sticks a bit just be patient and work around the bezel prying. I assume you have a new bezel and seal?

Unless badly damaged you can re-use the old bezel a few times. You don't have to re-crimp it in the same exact spots. Of course, the chrome on your new bezel may look better.
Rather than the original seal material, consider using the sponge cord sold by Auto Electric Spares (link below). They have 3mm and 4mm sponge cord for bezel seals. Just use their site's search feature and the keyword "bezel" to find the sponge cord seal material.

When fitting the sponge cord to the Mini speedometer you may have to put a couple of pieces of foam in the recess at the front of the bezel. The 3mm and 4mm sponge cord is really aimed at the 52mm, 80mm, and 100mm diameter gauges and their bezels. The Mini bezel is a bit deeper and wider than those smaller gauges.
