Number plate fixing

Hello guys!

I have to fix my front number plate,

I will also fit the backplate that hold the number plate,

How was it originally fitted?

1) I fix the backplate, and I fix une number plate with two rivets on left and right

2) I fix the backplate and the number plate with two rivets as an assembly, directly with the 2 upper holes ?
