If you mean the two-tone red over white car, that is between the Reliant Regal and the Morris Isis, that is an Austin Metropolitan.

The old transport manager identified each of the traffic cops in that series of photos including the old, grumpy sergeant on the left with a row of medals. Taken as the Smithdown Lane traffic garage. Probably a supermarket now!
