Whats this bracket for - Genuine mk3 Door Step / Bodyside ?

Genuine full bodyside for a mk3 . Can someone tell me what this hole / captive bracket is for on the door step ???

Could it be the mounting for the side impact protection thingy for the Canadian market?

It was used on the mid to late 70s Canadian cars. There was a bolt with a large flat head that screwed into the door step.
On the underside of the door was a type of hook that caught the head of the bolt. I’m sure it was to reduce the intrusion of the door in the event of a side impact
