My guess is it’s the rubber cones.
Remember the ratio for lowering a car by cutting a piece off the trumpets … same applies if making it effectively longer by having thicker cones. Suspect it will sit really high at the back initially.
You may well need to wait until you can jack the radius arm up to compress it all to get enough of the shock through the tower to get the rubber, washer and nut on.
