Are these meant to be gloss or Matt finish?

From the physics point of view, a car radiator should be matt black but they all seem to be a satin finish. Mind you, the 'satin' finish seems to be anywhere between nearly gloss to nearly matt. Exactly what variation of satin you get depends on how often the sprayer swills his gun around between fill-ups.
