Tank straps

Whilst painting my tank yesterday I peeled off what looks like rubber padding along the bottom of the tank and on the short strap.

Is there supposed to be some kind of material applied in these areas prior to refitting? If so, what is it?

This topic was brought up recently, I forget what the answer was.
I stick a strip if bitumen sound deadening pad to the straps.

Also is there suppose to be some kind of bracket or support under the tank?

There's a support bracket on the floor on earlier cars that have two piece strap that goes around the outside of the tank,
I don't think later cars that have the one piece diagonal strap have a support bracket.
