What is the best way to clean/paint theses springs ?
Plus who sells the rubber mounts for the top fitting ?

I picked up NOS ones for maybe £25 each. Searched on the part code and they turned up from Italy after a while.
I've got a 69 Mini with a 1046, Cooper Head and a four on the floor.

Best way is to make up a spreader frame to pull the coils apart, then either sandblast and paint or better still get the re-plated.

Contact Nick Rogers. He recently posted a picture of a spreader frame he uses to refurbish these springs. Looked a proper job.

Having them plated as Andrew suggests would be the best finish, they should be left in the stretcher frame as Andrew also suggests, so maybe consider that if making such a frame.
They'll also want de-gassing after they are done. In these parts, few Platers will do that, so check with your guy.
