Yes you are correct in thinking that it is a heating element complete with thermostat, they were for cold climates, easier starting and less use of the choke.

Nope, it was definitely there to assist in starting....there is a sensor in that black item that turns the heating coil on when it is cold and turns it off as the engine warms up. It senses heat coming off the exhaust manifold.
Was fitted to all SU carb cars...minis...MG's etc. There was also a heating strap that went around the dashpot housing to help prevent the
dashpot from seizing when extremely cold.
Even these devices didn't help much in Canada LOL!
Never saw anything like that on MGs in Canada, either on the Midgets or MGBs........Possibly on the later single carb MGs (although, I really don't think so), but, certainly not on the twin carb versions........also, possibly on Marinas (but, no personal knowledge of that)
My Minis ALWAYS started well, even in temps approaching -40.......
The Waxstat jet was for emission control on Canadian Minis.....
There is also a second part to it that wraps around the piston chamber, so the piston did not get stuck.
My dad had a set in his spares along with the instructions.
Sadly they were disposed of years ago in a move along with an eolo-press, full set of mk1 BMC perspex windows and Irvin safety harnesses left over from his rally days.
When I asked where they were the reply was "Gone to the tip, no one wants that old rubbish now."
Thought I'd add a picture of the heating element that works in conjunction with the piece that Andrew posted....this fits over the carb dashpot...kept it from contracting in cold climates.
These devices were fitted to cars exported to Canada, US, Norway, Sweden and Finland.
