If it isn't a wrongly placed rocker pedestel or shaft, the front cam bush may have turned and the gallery hole is no longer lined up.

There are 2 holes on the front cam bearing and they must line up with there respective holes. one feeds oil from the front main to the bearing an the other feeds oil from the bearing to the rockers.

If it has in fact turned, possibly rust on the front camshaft bearing journal has gripped the bush and turned it when you turned the engine, assuming it was fitted correctly.
