Surely that's the Bluecoat Chambers in Liverpool, the Mini nearest the camera appears to have a Liverpool Registration ending in LV.

That Beatnick looks like the motoring writer Michael Frostick, who presented Wheelbase on the BBC.

The hairs a bit thinner but the nose is the give away.

In the scenes where Caine is seen driving the MkII Cortina he's being pushed into shot by some of the film crew, he didn't passed his driving test until about 1973.

It is amazing how much has changed in the last 47 years even up here in the North. Very few of teh locations remain untouched, and many of the buildings and roads have been demolished and built over.
