mine is closed when fully out. and open when in.
however mine didn't flow at all when i got the car.
so i removed it and used a coat-hanger to free up all the rubbish, that was in the block stopping the water from coming out. there was rust, sand and un-explainable's.

It is full of brown sticky gunge. Always makes its way to the bottom, ask any plumber!

And if you have got a pressure washer, give it a quick zap up it, it doesn't like it up it, after you take the tap off, that is.
