drain tap

hi all,the drain tap on the rear of my block appears to be blocked.ive turned it both ways with no joy! i obviously need to replace it but for the time being can anybody tell me if closed is when its fully wound in or out?

mine is closed when fully out. and open when in.

however mine didn't flow at all when i got the car.
so i removed it and used a coat-hanger to free up all the rubbish, that was in the block stopping the water from coming out. there was rust, sand and un-explainable's.

It is full of brown sticky gunge. Always makes its way to the bottom, ask any plumber!

And if you have got a pressure washer, give it a quick zap up it, it doesn't like it up it, after you take the tap off, that is.
