I have had this done. It cost an extra £700 to machine the thrust surfaces in apparently🙄
This was on top of the line boring and initial £300 for caps and bolts. Does that sound about right?
Think mine was 1800, that was to drill the extra two hole for centre main, we also had to move the crank up toward the deck as it had suffered a nasty on the centre main. Line bore and hone and thrust faces machined. It is not an easy job to get spot on and I wouldn't be trusting just any old engineering shop to do it, ideally one that has done them before. Also had an overbore, cam bearings and just faced the block, drill out/tap the gearbox bolt holes and tap oil gallery holes to accommodate brass tapered cap inserts, so easy to remove to clean in event of a rebuild. Obviously the latter stuff is on top of the line boring etc price
Who does your machining? You're not far from me.

South Cerney Engineering, but they are very expensive, had some very short inlets that I made up for twin 40's on my Arden head, angled and splayed needed facing and got stung for 360 inc vat. In their defence they did have to make a jig to hold them and also wanted a bit more off one side of a face to angle the carbs down a tad more. But saying that they do a very good job. I have used them for nearly 30 years and never had an issue (bar the price on occasion!)

Recently had similar block "race prep" carried out by KAD which included supplying and installing steel caps/4 bolt centre, line boring and thrust facing, offset boring, drill and tap for 11 stud an 5/16 gearbox bolts, drill and tap for screws in oil gallery bungs, semi dry deck and deck 30 thou, replace cam bearings.

Also fraudulent … but wonder which is more so, him trying to con someone or someone using it to (try to) obtain an identity.

SURELY, someone with a bit of nouse or authority somewhere could have been clamping down on this. Or am I missing something.

I'd nbe thinking something along the lines of ''''pecuniary advantage by deception.....'

I think it is the people who buy them that are missing something - who in their right mind would expect to get a new V5 from something like that

Just thought about a possible explanation, apart from the obvious clutch of idiot customers.
If you have a body shell or complete car that is post '66 and you need an identity for a pre-'66 car but don't actually need a V5C which I presume you don't need for an HTP, maybe a cheap buff logbook would do the trick.
Just trying to rationalize this odd set of circumstances.
Doesn't seem to make much sense otherwise.

apologies if they've been discussed already but gone back a bit in the thread and not seen it.

Our favourite dodgy logbook dealer has hit a pretty productive seam recently, this one’s been altered (as usual) to read 1275 Cooper S. Like shelling peas! If peas were £250 a pop.

To be fair it's no different to what some of the Mini Cooper Register reps do with sales projects, certainly one springs to mind
