What is this hole for?

After 20+ years I am rebuilding my 850 engine. Can anyone tell me what the threaded hole is for in the center of the picture please.

Not 100% sure. I was stripping a 1275 block yesterday and that had a random threaded hole on the rear as well.
Maybe its a mounting point for a bracket used during manufacture.?

should it be short stud with nut rather than a bolt?

Do you mean what is the blanking plate for? If so, it is to blank off where the mechanical fuel pump would have been when the 'A' series engine was introduced in the Austin A 30, then A 35, Morris Minor and early Morris 1000.
