Brake issue

At the moment I'm working on my pile of a 65'. I'm having a problem getting the L/R brake to actually work. I've gone through and bleed the system and set the adjusting screw all the way in. Yet the drum still turns. I checked the obvious and still no no luck, the shoes are like new, drum is fine and the adjusting screw is working. Am I missing anything? Come to think of it are the adjuster block deals the same for all generations of minis? Thanks for any ideas.

It just occurred to me the wheel cylinder could be bad.

The pistons in the wheel cylinder will seize up if they have not been used even after a short lay up.
I'm contemplating using Silicone Brake fluid which is supposed to cure that problem.
