fans, speed and cooling

Someone about a million years ago, mentioned a nominal speed at which the side radiatored mini no longer needed it's fan and was able to cool itself purely on the air being pushed through the grille. Any idea on what that speed was?

For a more "conventional", the fan isn't doing very much at speeds over about 25-30 mph. The Mini is probably slightly less efficient in that respect, but it's probably not THAT much higher. I believe a lot of the vintage race Minis over here often run without fans, but they still need to be able to tolerate pace laps, and caution flags.
My guess is the official speed is 32.45 mph
