Mystery Head

Has anyone seen or know anything about this cylinder head.
Its a 163 & has supposedly been worked on at Downton. All I can think of is that it is some sort of experimental smog head, but any other suggestions of ideas are most welcome.
I admit this one has me stumped. As the head is still on a car it is difficult to get any better pictures.

I see 'Norway' on the spark plug cap?
Do those holes go into the combustion chamber, or water way?
Some kind of cold weather pre-heating???

Can you even get a box spanner onto the plugs?
Never seen anything like that on any engine.
Some kind of sensor / inspection port for testing purposes? an alternative 'colour-tune' type arrangement?

I would imagine who ever drilled the head, drilled it across the head between the inlet and exhaust ports to achieve better cooling in the head as all of us know this was the AEG163 week point!

Is it not like the north american emissions head except that it has bolts instead of grub screws?

I am glad that everyone else has found this one as intriguing as I have. I thought about all the suggestions that have been made & honestly reckon that no reasonable conclusion will be achievable without removing the head from the engine.
Any other suggestions are welcome.

The US emission head ports fed air into the exhaust port just under the valve to burn any unburnt fuel in the exhaust, not the chamber.

ach, I knew that, ive got one sat under my bench!
my excuse is that the exhaust port is technically a chamber........

I have one under the bench as well. They were much loved by mid 70s tuners, as they could get a brand new unused casting for modifying at knock down prices from BL. I on the other hand got a brand new machined S casting for nothing from the foundry.

I personally believe this head was crafted to annoy mini enthusiasts, and that perhaps the bolts are just for decorative purposes...
Mark will, i'm sure, confirm this once removed

my thoughts aswell, when i was involved with two stoke exhaust development on the scooters, we used all sorts of sensors to measure temperatures, if those " donkey" engines ever surfaced, the scooter fraternaty would be scratching their heads too,i think it is deffo a development head, maybe from a plug manufacturer ?????
