Throttle cable fixture sleeve

Hi folks,
on my brother's Inno 1001 I have the following problem.
When buying the car in quite decent condition we noticed that the throttle was far too strong. After a quick check that it was neither the pedal itself nor the carb, I wanted to replace the throttle cable. Unfortunately the liner was coroded to this little sleeve in the bulkhead. When appliing a little more force it finally came off but it was the sleeve that got separated from the bulkhead instead of the cable from the sleeve.
Furthermore we figured out that the spring was not the original one and a lot stronger. The spring is replaced, the carb refurbished as the throttle blade was worn.
Now I need to fix that sleeve back to the bulkhead. How is that originally done? It looked like it's pressed. My brother tried to glue the sleeve to the bulkhead with some 2-component high temperature glue (up to 300°C) but that kind of melted away again he said (I haven't seen it). I also tried to work with some rubber similar to plasticine before but the sleeve wasn't really fixed then and any movement lead to a strong throttle again because the cable got bend and in combination with the softer spring the throttle gets stuck.
I hope you have any ideas except welding!? The engine is in place and thus we don't really have space for welding. Would body sealant work?
