Mandrel bending

can anyone recomend anyone who does Mandrel bending of roll hoops? It's for road use, but I want it in the correct 42.2mm OD, 2.8mm wall thickness CDS tube. Also looking for likely costs
I'll make the brackets myself, but need someone to form the bends in a single length of pipe / tube
I once made a roll hoop before using sand to fill the tube, then heating it 'till it was red hot, and pulled it to shape over a suitable forn (in that case, the steel rim of a Lambretta 125 LD!!!!!) It wasn't a success.......
Anyway, here's the sketch for the current plan:
