For a Fuel injected road car is a swirl pot a necessary?
Or is it more of a shiny thing that's not really needed , and only really applicable to a race/track day car.

Minis don’t normally need them with the factory EFI tank as there isn’t much chance of the fuel sloshing away from the pump due to the overall shape of the tank

You could use a swirl pot / surge tank to convert a car from a low pressure carb fuel system to a high pressure efi fuel system

Modern efi factory in-tank high pressure fuel pumps have a swirl pot built into the pump unit itself. I am talking here of those white plastic units with spring loaded legs that drop in from the top of the tank and often incorporate the level sender as well.

(Do the efi Rover minis have a pump unit like that ? I have never had mine out. Or do they get away with having a vertical "well" like tank ?)
