Does anyone know what poundage do you put on the two u bolts that hold the steering rack on the floor?

Just do them tight.
Not too tight though, but loose enough for them not to be tight. But not too tight.
Dont over tighten them, get them so they feel right.
Hope that helps.

Apologies for being contrary here, but just do them exactly as tight as the spec says.

Although it's not strictly relevant in this instance, we call that 'safety related criteria'.

i look at the amount of Thread showing out of the nylock nut as the u bolt gets tight , just to make sure a balanced amount of thread is showing above each Nylock Nut & tighten the u bolts to torque.. whenever replacing the rack i remember to "center the rack" and to align the steering column to the spline Bolt Notch in the rack & make sure the Trafficator Trip Block on the column is aligned correctly .. before i tighten those steering rack u bolts & also secure the steering column .. my cars get the steering rack & column fitted as one install.
