Use a tap at the correct size.

Take a valve grinding stick and remove rubber. Split one end across the diagonal and slip in a small piece of metal sheet, a bit of brocken hacksaw blade is ideal. Don't put the metal completely into the stick, just held in with most of it sticking out. Put it in the relief valve and tap the end of the stick with a hammer to drive the stick fully into the relief valve. The metal expands the wood and jams it in the relief valve. Then pull the stick out with mole grips.

i had this with one of mine
had 100 psi when cold and 10 psi when hot,,,

i got mine out by packing with grease with a grease gun,and whacked a valve grinding stick in a dozentimes,,the pressure popped the valve loose which i then retrieved with some ling nose vice grips..
dont forget to clean the bore with wet and dry before fitting a new valve and spring....and loads of silicone grease.

This is one I posted a while back on the vintageminiracing forum.

My oil pressure relief valve stuck shut and it wouldn't come loose. This happened at the track (of course) and I needed to fix it fast. I tried a magnet, didn't work. I tried shaving down a piece of wood and jamming it into the bullet, didn't work. So I made this expander thing from a bolt, nuts, a little piece of tubing, some washers, and a piece of fuel hose.

This thing worked. I shpritzed some brake cleaner in the bullet, then dried it out with a rolled up paper towel, and then used the expander. The two nuts on the end are tightened against each other, so you can hold it with a socket or vise grips. The next nut tightens down on the tube and washer, so the piece of hose gets squashed fatter, it expands and locks inside the bullet. Once it is tight, pull the whole thing out and it brings the bullet.

Yes, proud of that one. It now has its own spot in the top drawer of my toolbox.

A couple of years back, I read an article about OP relief valves, I think it might have been by Keith Calver. Some people replace the bullet with a ball bearing, but apparently the trick setup was to drill a big hole clear through the barrel of the bullet (like the wrist pin hole through a piston). This keeps swarf and mung and all sorts of gockiness from clogging on the sides of the bullet. I can tell you that after my stuck valve episode, when I got back to the shop I did drill the hole in mine, and it has never stuck since then. It now occurs to me that the side holes would allow a simple hooked tool to reach in and pull it out if it ever did stick.

No. All of the regulating function is done at the bevel near the tip. The valve bullet hardly moves, even a small amount of distance away from its seat in the block opens up a significant passage.

Here is a pic:
