Looking at two jack bags the other day, the internal pockets are different - is there any relavence to date, model, etc or just random BMC changes???

I don't know for certain, but I reckon it is just changes from batch to batch.

Maybe the changes were something to do with the reduction in the amount of bits/tools that came with the car. On that basis I'd suggest that bag with the fewest pockets is the later bag.

Speaking as a Mech Engineer who has worked for many companies with large factories, often production changes like this occur due to change of supplier or the supplier changing their process or material. Such minor changes are often recorded in case a problem should arise but are not widely distributed if they have no effect on the items 'fit, form or function'. Many times there is also more than one approved supplier or an alternative supplier of a part as a back up, which means the changes can appear random and change back and forth over time from batch to batch.

Good point or maybe the extra pockets were standardised across the range of cars Jack bags but only the most expensive or 'upmarket' models got all the pockets filled with a useful tool/item?
