Most of the staining you are dealing with in hydro tubes is Rust (Iron Oxide) you will not remove an oxide deposit using an oxidising agent. You need a reducing agent (acid) to clean stains like these. The example shown is a C64 case, this looks like it was stained with fag smoke of similar which will indeed come off a treat using Hydrogen peroxide.
As a side note I used to use 35% hydrogen peroxide in my days making printed circuits. I A splash of that stuff would turn your skin as white as michael jackson in about 1/4 of a second. It is not the sort of stuff to be messed with lightly. Great on organics, not so hot on inorganics.
I would give good old brick cleaner a try in this case. I don't honestly expect you to get 100% success though.

Completely Off topic.
Oh shit, I'm old.
I remember wooden computer games consoles! was it the first Atari?
Still, I might get some of this stuff to clean up my JVC Videosphere TV. The ariel snapped years ago, but apparently by connecting it to a Digital box it'll work just fine, and be remote control too - space age or what!!!!
