What's a 'rocker bolt' ?
There are no 'Bolts' on the rockers or rocker shaft pedestals.
If you mean the nuts? Then that's a different matter.....
The adjuster nuts on the actual rocker arm have no washer (you probably knew that).
The nuts on the rocker shaft pedestal are of two types, the head stud nut (9/16" AF) and the pedestal hold down stud / nuts (1/2" AF).
I use plain washers on the head studs, and a plain and spring washer on the pedestal studs, except for the one pedestal with the rocker shaft locator screw, this has a special all in one washer that also holds the set screw in place. I just add a spring washer to it.
Looking at Somerfords pdf of a 998 1098 (for example) head, it shows spring washers on the pedestal studs from 63 - 69.
I guess there could be some issues with the rocker cover hold down nuts if the two end pedestal studs have the nuts too high due to washers, but I've not had this problem.

thanks for the reply, guess i didnt explain very well. i did mean the hold down studs/nuts for the rocker pedestal, thanks again
