I've not seen one of that exact design before, but vacuum / efficiency gauges aren't rare. They've been fitted to a few cars I've bought over the years.

They take a vacuum rom the inlet manifold to let you know if you are hammering it enough. :lol:

You would usually find a vacuum gauge in most "Boy racer" cars when I was a lad. I certainly had one. The great thing with a vacuum gauge is that it doesn't cost much & the needle is always flapping about impressively. Just what you need when you are young :lol:
