According to the entry list it was a private entry by Gordon Wilkins and Michael Frostick

Wilkins was, I think, in the original Top Gear - when it was mainly about reviewing cars.
Both well known journalists in the day.
Seems to have been in a shorter "rally within a rally" rather than the 69 Monte itself.
Not the original 67 Monte car but probably the new car built for the TAP by the works?

Gordon Wilkins and Michael Frostick were both presenters on Wheelbase, which was the BBCs motoring programme in the 1960s and early 70s.

Here's a small clip that includes a Stimpson Mini Bug and a Siva Buggy

My guess is the pair entered the Rallye Méditerranée so they could cover the Monte for an episode of the programme. There's a small clip from the 1969 Monte featured on Wheelbase on the following page

Thank you! You will be correct, as I had been on this site and they were not mentioned. > http://www.ewrc-results.com/final.php?e=11645 ;)
