The originals of that period were printed paper on a steel sheet with a piece of thin clear plastic over the front, the whole lot was riveted together using brass coloured rivets that looked like an eyelet. After that they were just a plastic sticker that was stick to the car.

I have several original ones of these. They are "all" metal(tin) with a plastic type coating holding the printing.
Hope this helps?
