Yes it is, also known as shiny primer. It had a slight purple tinge to it and was not popular. Its was used on Minis, Marinas and Allegros 74/75.

All three of those cars are rare : FAB 1 is unique, there aren't many Mk2 Minis left and the Lancia Flaminia GT is rather exotic to boot!

At first I thought the dark blue car was a Ferrari 250 GTE, but then I spotted the front wheel.

Aww come one, they weren't all made of Russian washing machines by Fiat... Flaminia's are wonderful things, 1800 boxer engines IIRC.
