At the moment my money is on an early Simca Vedette. It has the right amount of roof above the windows, correct wheel arch at the front, large overriders, and the correct shaped grille. I may change my mind though if I saw a clearer picture. Not sure about VW. It does not have a grille, the windscreen's too high and the loof line too low. Also the pictured car seems to me to be a four-door saloon (you can just see the rear window); the VW only came in either 2-door saloon or Estate.
