Lower (floor, under door opening)) seatbelt mount

Hi, Should the outer floor mount for a 3 point seatbelt swivel or should it be bolted up 'solid' in the correct orientation i.e. at about 45 degrees?

Unless the bolt has an unthreaded part of the shank I think I'd be taking it down to fully bottomed out, e.g. Nipped up tight
I've got a 69 Mini with a 1046, Cooper Head and a four on the floor.

It should swivel - there is a spacer that should be in there to allow that.
