Sure someone has done this before. I checked a website in the UK that does restoration of the old steering wheels.
Looks like they do a nice job however, very pricey!
I embarked on trying myself.
Here are a couple of pics Left side is filled and sanded...right side shows where I used the dremel to cut into the crack.
First thing to do is take a fine dremel and cut down into the cracks.
Wash it with a good paint thinner etc.
Then, fill with a good high grade flexible epoxy. Sand off...after sanding the entire wheel and filling any other voids/cracks I spayed with a primer...finished off with a good quality gloss paint. Baked in the oven at 200F for two hours. So far...it is standing up really well.

Re: STEERING WHEEL RESTORATION
Nice work
I saw one years ago on another forum (I'll see if I can find a link) that someone did and they can come up just majic.
Have a look at some of the better finishes available in the Marine market, it will of course need to be UV resistant.
Also, flick off an email to PPC http://www.por15.com/
They have several products which look suitable, but get their advice.

Re: STEERING WHEEL RESTORATION
You need to clean the cracks out with a fine blade on a dremel...this will give the epoxy a good area to adhere to.
Remember, the wheel is constantly expanding and contracting with the change in temperature. Using a flexible Epoxy is the best solution. I used an Enamel (similar to what is used on marine applications)
Bake it in the oven at 200C for 2 hours. You will be really pleased with the results.
