I don't think so specifically for the 998 Cooper in Gp2 (and certainly not Gp1). However, a much later amendment to the 998 Mini papers added S Brakes (and dry suspension). By that time the inlet manifold restriction to standard was deleted from the general Appendix J Gp2 regs, so you could effectively run a dry 998 Cooper with S brakes in Gp2 by re-badging it as a 998 Mini. A bit of a grey area if the car was a Mk1 as "evolution" to Mk2 shell strictly only applied to models that were made with both. I certainly co-drove a Gp2 dry/twin HS4 SU 998 Mini Internationally that was a Mk1 shell (but with Mk2 rear lights and grille, as no one was likely to check the rest, such as width of rear window!).
The 998 Cooper was only homologated in the post-66 Appendix J as Hydrolastic in Both Gp1 and 2 (unless S brakes and dry suspension were added for Gp2 even later - they certainly were not in 1973).
