sill stiffeners

Hi, can anyone tell me if the sill stiffeners are welded to the rear of the doorstep where they touch. I mean the front bit of the stiffener where it disappears under The doorstep. I think I can just about get a bit of a fillet on it.
hard to explain I have left the camera in the shed.

Not welded, it just bends down slightly at the front to clear the door aperture. Not quite sure what this panel is supposed to do, maybe just there to seal the companion box.
