IP address is 'black listed'??

I am aware that the forum has had some IT issues recently.
Another forum member has messaged me saying that he can't post a reply on the forum.
It states that his IP address is 'black listed'??
Has anybody else experienced this problem (I haven't)

Please tell your friend that unless he has a static IP address with his contract, to switch the router off for 20 minutes. He will then be re-assigned a new IP address
