Pretty sure that last time I looked at the Lancs registration archive it was intact. I have the records for the three ‘68 cars.

Is it possible to cross reference back from just a commission number or do you need the registration number to access the records?

If they are like Hampshire County Council you can visit the archives, they will then supply a certified copy for DVLA use, might be worth an email or call to see what they have / if you can sit and search.

A bit late, but I'd suggest to use etch-primer which usually contains some amounts of phosphoric acid. This my choice of primer for slightly rusty panels and aluminium as well. Alex and I have very successfully used Hydrate 80 almost exclusively to treat the surface rust on KDK however I still am unsure of how to proceed with fillers and finishing paint.
We need to overpaint the Hydrate 80 and plan to use 2K primer which Bilt hamber say is ok as they indicate 'finish with the paint system of your choice' in their literature.
The problem is,I don't know if we can use modern lightweight filler over the Hydrate 80? there is not much required as there is very little in the way of repairs, fortunately.
Any shared experience and advice is most welcome and will be gratefully received.

It does confirm that the unusual 2 sets of throttle bodies with my cars are the correct ones.
I was unsure because there are so many TJ variations, but theres no doubt in my mind now.
