Major problems with photos.
This is absolutely impossible. Something is going wrong. I just cannot upload a normal size photo:
Width 120
Height 90
Resolution 72
2.1 mb.
Just a normal size photo, but it doesn't want to know. Even reduced to 12x9 'file is too big'.

What type of image is it - bitmap, JPEG or?

Often the massive ones posted are via embedded links.
If you have a big picture uploaded to Imgur and use the [img] tags to show the picture in a post here it will load in at whatever size it is. They need to be resized in Imgur to something more sensible.

Think I've sorted it.......
Basically I was resizing to just under 512 but the pics would automatically creep up to over that. Resizing them well under 512 (so 450 or so) has cured it.

"Resizing" changes the pixel x pixel size of the image, but not necessarily the file size (kB).
Compressing is what you need to do to decrease the file size, but its not the same as "resizing".

I can't agree with the above comment. As far as I am aware it is impossible to reduce the pixel size of an image without reducing the file size.
You can reduce an images file size by compressing it & leaving the dimensions the same, but reduce the dimensions & the file size will always follow.

For those wanting to do some basic image manipulation I can recommend the freeware software IrfanView. It's been my graphic tool of choice for well over a decade, and I was an IT professional before retiring.
It's effectively a simplified Photoshop. You can resize, compress, crop and a host of other things. I regularly resize images to 1024 x 768 pixels and make the file size 210 kb which is perfect for posting on a forum such as this.
