Edit - is that a dead lock to the left of the door aperture...?
I think it is likely to be a switch for an alarm, note the "Watch Dog" sticker in the window above. Sounds like an alarm to me.

Ta Mark . I've got thousands of pics of '60s and '70s Minis on file and a surprising number have these fitted in different positions, usually close to the doors, not just the coachbuilt stuff either. I went to have a look at a Rover P5B Coupe last year which had one fitted on one of the front wings.
Found an old photo of my first Mini (and my first car), a '77 1000, it lasted all of fours months in my carelss hands... note the neighbour having trouble with his Mini...
