Looks like a Mini one to me although I don't know the maker. The three bolts would attach to the leading edge of the subframe with a pair of bolts each side attaching to the side of the subframe, along the lines of this BMC Australia accessory sump guard. The hole in the plate is to enable access to the oil drain plug in the sump.

The bolts split the sump guard and it kind of wraps around the front rail. Once it’s in place then the drain. plug is in the right space so I think it’s mini...
I've got a 69 Mini with a 1046, Cooper Head and a four on the floor.

Ah that makes sense, and it does look as if it could take an extension if required, but probably not essential.
My old Scottish one used what were effectively the rear sublime exhaust mounts by the way, so you may find some easy solutions.
