My friend was an Army bomb disposal jockey and his team were called out to an old wartime mine that had been uncovered on a beach on the Isle of Wight. All kitted up and public held back 10 miles for safely, (they always like to over -egg the cake he tells me,...) he prodded and poked it, scraped sand away from below this rusty old mine to make a bit of a meal out of the situation.
He tied a bit of string to the mine and dragged it back with him to where the team and cops were stood - and presented them with a Mini brake drum, just like yours.

Quite how it got there nobody knows
Ha ha - back in Cornwall we used them as weights for boat moorings and such like - could be that Peter?
