Can "any" V5c Historic Vehicle be exempt from all these ULEZ zone charges if it is pre-registered with whoever says so in London ..or do you need a home address within the specified zone to absolve that Historic Vehicle from these charges ?

All historics are exempt whether they reside in London or not. Just make sure your car has historic status with the DVLA.

My 2002 R50 Mini (petrol) is exempt from ULEZ according to their website vehicle checker.

Or buy a fair ground ride, apparently no charge for showman's vehicles
Showman's discount
To apply for the 100% showman's discount, or to prove a vehicle is exempt from either scheme, you will also need to provide four photographs of the vehicle (front, sides, rear and interior).
The real issue is it makes it more expensive for normal people to live in central London, of course any trades man or delivery company etc.....will have to ( and do) add all the costs onto their bills.......

Meanwhile Sadiq Khan the Mayor of London is being driven around the capital in a £300,000 armoured 5-litre Range Rover....It is understood to be a Range Rover Sentinel, Land Rover's protection vehicle which is kitted with armoured glass, under-floor blast protection, spike-proof tyres and an emergency escape system.

"Sadiq Khan has insisted he remains committed to “taking action” to tackle road pollution despite a backlash against his proposed expansion of the ultra-low emission zone. About two-thirds of respondents to a consultation on widening the Ulez across Greater London are reportedly opposed — amid claims from whistle-blowers of negative responses being disproportionately excluded from the results. But the Mayor, in an interview with the Standard, said the consultation was “not a numbers game” and added that it was vital to further reduce the threat to public health from toxic air.
“The idea of parking things or kicking the can down the road is not an option,” he said. “The easy option is to dither and delay. I think it is important to take action.”
Mr Khan said he believed the consultation, which closed at the end of July, had been “hijacked” by opponents, including people living outside London.
He is yet to receive a report on the consultation results from Transport for London — it is due by next month. The Mayor will then decide whether to press ahead with plans to expand the £12.50-a-day Ulez across all 33 boroughs on August 29 next year.
He indicated the scheme’s widening, dubbed the GL-Ulez, could be modified if he received responses raising “substantive” issues but insisted a “crude majority” opposing its expansion would not automatically lead to the proposals being ditched.
“The decision to expand the Ulez to all of London isn’t predetermined,” he said.
“I have not made up my mind. What I’m clear about is: it is not a numbers game. This is not a referendum. If there is a crude majority of people for it, that doesn’t take me over the line, or a crude number of people against it."
It was reported last weekend that 66 per cent of respondents opposed the plans, with only 24 per cent in favour...

So what is he doing about the Underground, the place that has the worst air pollution of all, especially all the metal particles from the train Brakes. He should think about putting proper ventilation down there, then Londoners would not suffer from the effects of so much air pollution.

Despite overwhelming opposition to the ULEZ Expansion, Dictator Khan is going ahead with it. So from the 29th August 2023 anyone who lives in the Greater London Area with a non-compliant car will have to pay £12.50 day to drive.

Not a political point at all, just an observation, we had a customer recently, nice normal working family, live in central london in a council property - they had a real problem getting anyone to quote for the job because of the hassle and costs involved in working in central London.These ridiculous charges are discouraging people from working in london, except on high value jobs…..who is that helping Mr ( do you know my dad was a bus driver) Khan…..?

I have a much better Idea. Why dont we make the whole of the UK, (apart from Scotland because the poison dwarf will want indy first) totally ULEZ. Oh, I forgot, he then wont have a job.

There are some seriously rural areas included.....watch out, this may be coming to a town near you......

The £12.50 is just the baseball bat they’re using to convince you to either go EV or use public transport. Andy Burnham tried it on the already struggling population of Manchester last year and was told exactly where to shove it. He spent millions on that only to mothball the entire humongous scheme, though I’m sure it’ll be back. Yes air quality in the city needs addressing but putting people out of business when they’re already struggling isn’t really the best way to do it. Just glad I don’t live in London under his watch!
