The square hole looks like a Formula.

I too would say Formula on account of the square boss hole and it's overall appearance.

I agree its a Formula "Style" fitting, the the centres aren't usually pop riveted on.

This is for shure a Formula De Luxe steeringwheel, some types the centres where pop riveted on.
The one on the picture was for the MGB from 1962 up till 1969 ( 48 splines / 19mm sline hole )
the same as the Mini but in this case the upper ring is for the large MG hornpush.

Is there a stamp like this on the back of the bottom spoke ?
