Found 2 cylinder heads today sorting out some of my dads stuff

This emission 11 Stud cylinder head. (12G1316)
Its had quite a lot of work done to it. I understand the .55 & 18.5. The other number and its position on the head i thought might identify the tuner

Anyone know who might have done the work?
