there is a load of captive holes on the top of a ado16 cross member, but the ones in the picture certainly wouldn't fit the seats that are in mine

these are how the seats fit in both of mine

I wonder if the early seats had tubular frames?

The standard fitment uses just the shaped bracket, with the seat tube clamped against the cross member. It looks as if on these if you want to have the seat further forward or rearward (ie with the seat tube beyond the cross member) you would clamp the seat tube between the plain and shaped brackets.
